Procurement Consultant
Overview & Responsibilities:
The Department of Human Resources and Offices Services (HROS) is the central management and coordinating function for human resources management, HR policy and systems development and service delivery. It includes units for HR Operations, Policy and Organizational Development, Ethics and Investigations, Office Services, and Security.The Department serves employees and managers in HQ, Country Offices and Branch Offices.
Under the direct supervision of the Head,Office Services, the Procurement Consultant is responsible for the following duties:
- Provides procurement and administrative support to Headquarters (HQ) based Business Units in the acquisition of a wide variety of goods and services, s in line with IDLO’s Procurement Policy and Procedures,.
- Monitors the relevant HQ procurement plans for timely implementation of contracts.
- Assist with market research to source vendors .
- Reviews and prioritizes purchase requisitions; ensure that Terms of Reference, and technical specifications of supplies and equipment are properly prepared by requesters.
- Prepares solicitation documents from IDLO procurement templates in consultation with requesters
- Carries out tender management operations in accordance with IDLO’s Procurement Policy and Procedures.
- Undertakes financial evaluation of quotations/bids/proposals and provide support with contracts negotiations.
- Prepares Recommendation of Award (RoA), submission for contracting approval, processes purchase orders/contracts for approval by the authorized officer
- As applicable, submits requests for contracting to HQ Procurement Unit procurement for review and clearance
- Maintains relevant internal databases and support in ensuring compliance with filing requirements.
- Provides support for contracts amendments or extensions.
- Performs other similar tasks consistent with the level of the post and/ or assigned by the supervisor
Job Requirements:
Education and Experience- Bachelor’s degree in Economics, Management, Finance/Accounting, Business Administration, or equivalent disciplines.
- Professional procurement qualifications are an advantage.
- Minimum 1-3 years of relevant experience in procurement.
- Experience working in an international context is highly desired.
- Excellent written and communication skills in English and Italian are required. Additional Languages are a plus.
- Sound understanding of procurement principles and practices.
- Ability to plan, organize prioritize the procurement workload to support timely response to procurement requests.
- Demonstrated ability to work proactively and independently, as well as in a team environment.
- Knowledge of Microsoft Office (e.g., Windows, Word, Excel, and PowerPoint); Familiar with SharePoint and Teams; Familiarity with Navision system is a plus.
- Excellent written and verbal communication skills.
- Proven ability to see through tasks set and deliver results. The ability to work under pressure, dealing with multiple priorities with tight deadlines, flexibility, and a collaborative spirit.
- Strong interpersonal skills and able to deal with people in a multicultural environment.
Terms & Conditions:
For this consultancy, IDLO shall offer the selected candidate a 12-months single engagement agreement.
